The Challenge

The 15-acre site was flat agricultural land with no existing infrastructure — no water, sewer, electric, or road access. The city required a comprehensive stormwater management plan due to the area's flood history, and utility connections were over 800 feet from the nearest mains.

Our Solution

We handled the complete development from raw land to finished lots. Our team designed an efficient lot layout that maximized the number of buildable lots while meeting all setback and open-space requirements. We installed over 3,200 linear feet of water and sewer mains, built a 2-acre detention pond for stormwater management, and constructed asphalt roads with concrete curbs and sidewalks throughout the subdivision.

The Results

All 24 lots passed final inspection and received certificates of completion from the City of Pharr and utility providers. The detention pond exceeded capacity requirements, earning praise from the city engineer. Lot sales began immediately, with 8 lots sold within the first 60 days — several to builders who had seen the quality of our infrastructure work.
